Assoc. Prof. Dr. Ha Thanh Toan
The Rector is responsible to the Ministry of Education and Training (MOET) of
Vietnam, the localities in the Mekong Delta, especially to the Communist Party
Committee of Can Tho City and the Communist Party Committee of CTU, as well as staff
members for all activities at general and strategic levels for the overall development of the
University in accordance with the Communist Party and the Government's orientations,
guidelines and policies. Specifically, he is directly in charge of strategic planning of
personnel development, management, financial budget, capital construction, services of
the University, and Teacher Practice High School.
