This study was carried out by collecting the secondary data of domestic water quality in rural zones of 30 water supply stations from 3 groups of enterprise, state-run and community from 2010 to 2014, as well as direct interviewing of 30 officers and 30 households of each group. The results showed that 30 water supply stations followed the guidelines of Circular 15/2006/TT-BYT issued by Ministry of Health. However, the implementation of these guidelines in the studied water supply stations was incomplete and could be listed as unsafe distance from sanitary structures, lack of backup power generators and water treatment systems construction. The results of water quality monitoring were fulfilled the Vietnamese standard of Minitrsy of Health (QCVN 02:2009/BYT) except arsenic and microorganism contents. The management and water supply activities from the state-run suppliers were better than the others. Nevertheless, the state-run suppliers have to construct water treatment systems to improve water quality in the near future. TÓM TẮT Đề tài nhằm đánh giá các quy định về thực trạng cấp nước và chất lượng nước cấp sinh hoạt nông thôn và ý kiến của người dân sử dụng làm cơ sở nâng cao công tác cấp nước tại Tiền Giang. Đề tài được thực hiện bằng cách thu thập số liệu thứ cấp về chất lượng nước cấp sinh hoạt nông thôn giai đoạn 2010-2014 của 30 trạm thuộc 3 nhóm doanh nghiệp, Nhà nước và cộng đồng, kết hợp phỏng vấn trực tiếp 30 người quản lý và 30 hộ dân sử dụng nước của mỗi nhóm. Kết quả cho thấy 30 trạm khảo sát có thực hiện công tác quản lý cấp nước theo quy định của Thông tư 15/2006/TT-BYT của Bộ Y tế. Tuy nhiên, việc tuân thủ các quy định này tại các trạm chưa đầy đủ, cụ thể như: chưa đảm bảo về khoảng cách vệ sinh, chưa trang bị máy phát dự phòng và xây dựng hệ thống xử lý nước. Kết quả giám sát chất lượng nước cấp đều đạt QCVN 02:2009/BYT ngoại trừ chỉ tiêu asen và vi sinh. Mô hình Nhà nước có công tác quản lý và cấp nước tốt hơn hai mô hình còn lại. Tuy nhiên, mô hình Nhà nước cần đầu tư thêm hệ thống xử lý để cải thiện chất lượng nước cấp trong thời gian tới. |
