After submitting the “nine-dash-line” map to the United Nations for territorial claim on The South China Sea (East Sea), China has attacked strongly to world politics to set up their position. With the impressive growth in recent years, will China be the leading nation of the world like US? US and China will set up the new world order? Compared to US, China still has thier own challenges in politics, economy as well as international influence. The reasons why China has not been with US to establish the bipolar world order in the second decade of XXI century will be analyzed in this paper. TÓM TẮT Những năm đầu trong thập niên thứ hai của thế kỷ XXI, thế giới chứng kiến sự phục hồi của kinh tế và vị thế của Hoa Kỳ trên chính trường quốc tế, đồng thời quan ngại trước sự “trỗi dậy” đáng kinh ngạc của Trung Quốc. Từ sau sự kiện Trung Quốc gửi công hàm đến Liên Hợp Quốc đòi hỏi cộng đồng quốc tế thừa nhận “đường chín đoạn” hay “đường lưỡi bò” (5/2009), Trung Quốc ngày càng tấn công mạnh mẽ vào chính trường thế giới. Những bước phát triển nhảy vọt về kinh tế đặt ra khả năng Trung Quốc có thể trở thành đối thủ cạnh tranh ngang hàng với Hoa Kỳ và cùng với Hoa Kỳ xác lập trật tự thế giới mới. Tuy nhiên, so với Hoa Kỳ, Trung Quốc còn vấp phải nhiều hạn chế nhất định về kinh tế, chính trị và ảnh hưởng quốc tế. Trong phạm vi bài viết, tác giả phân tích và làm rõ nguyên nhân tại sao Trung Quốc chưa thể cùng với Hoa Kỳ xác lập trật tự Lưỡng cực trong thập niên thứ hai của thế kỷ XXI. |
